What is the hOPER program?
The HOPER (Home Ownership, Promotion, Education, and Research) program is an FHA-backed initiative designed to assist homebuyers by offering financial incentives and energy-saving opportunities. Qualified buyers can receive a cash incentive of up to $13,000 (3.5% of the home purchase price) to use toward down payments, closing costs, or other expenses. In return, participants commit to making their new homes energy-efficient, primarily by installing solar panels, which are financed within their FHA loan.
This program is available for buyers in select states and does not require first-time homebuyer status or income limitations. Participants must complete a pre-closing homebuyer education course and commit to follow-up surveys. Additionally, the solar installation provides access to a 30% federal tax credit, potentially adding $10,000 to $15,000 in tax savings
You can finance up to 20% of the purchase price for the solar installation.
